Law 2166 of 2021, which regulates the operation of communal organizations in Colombia, in its article 47, provides that the Strategic Plans for Communal Development built by said organizations must be articulated with the Development Plans of the Territorial Entities, and for such purposes, it provides guidelines for this mandate to be fulfilled. The purpose of this research is to design a methodology for the communal organizations of the District of Santiago de Cali, which effectively articulates the strategic plans for community development with the district development plan.
