Item Evaluación de la política de inclusión laboral de personas con discapacidad en el municipio de Santiago de Cali durante el periodo 2012-2014(Universidad Santiago de Cali, 2016) Castillo Cortés, Karen Berena; Córdoba Arenas, Yuveni; Lara Hinestroza, Nelcy María; Arenas Quintana BellazminWith the development of this research, we sought to contextualize and make an evaluation to La policy of Inclusion labour of people with disability in the municipality of Santiago of Cali during the period 2012 - 2014, taking into account that Cali as axis of development of the Department of Valle del Cauca and example of civic-mindedness, treat properly their process of social inclusion in all possible areas labour, academic, social, and economic between notros. For many years people with disabilities have been relegated before the nasty looks and sometimes derogatory and rejection they receive from much of the population generated by stereotypes and attitudinal barriers environment is formed by persons with disabilities, in the same way have been victims of denial rights including access to rehabilitation education, political participation and labour inclusion in conditions of equality and dignity than the rest of the population among others. However these conditions have been changing in recent decades, thanks to the different social movements, organizations and civic and political changes in the concept and approach of disability as a health condition which requires the concurrence of different actors and sectors and the State in the formulation and implementation of inclusive social policies that respond to the characteristics and needs of people with disabilities. In recent years, the national Government as well as non-profit social organizations, have sought ways of improving labour and social conditions of persons with disabilities, creating policies and movements that help this work. In this context, the study evaluated the strategies used by the Municipal Administration on the implementation of the public policy of labour inclusion for people with disabilities. The study is part of an evaluative research and taking into account the life cycle of the policy is considered a concurrent evaluation. Split a mixed method in which they worked with techniques collection of quantitative and qualitative information looking for an approach to the implementation of the policy conditions thereby from the experiences and expertise of some of their players in the municipality of Santiago de Cali, as they were: executors of policy, employers and people with disabilities belonging to committees and civil society organizations of the city. Among the major findings are described strategies implement within the framework of public policy of disability, the diffusion that has had public policy among stakeholders as entrepreneurs and people with disabilities, describes programs and projects that have been implemented as you estragáis of labor inclusion in the municipality of Santiago de Cali during the 2012-2014 period and finally presents the results that account for the knowledge that the executors of policy representatives have the municipal administration, businessmen and people with disabilities. The results allow to demonstrate that policy publishes labor inclusion of people with disabilities in the municipality of Santiago de Cali has had an implementation slow and gradual, with older developments in programs in the past four years, thanks to the program productivity Pact addressed by the Ministry of labour with the presence of the employment office in partnership with Comfandi in Santiago de Cali, which articulates the work with people with disabilities the business sector and the education sector as the Seine, with the support of the municipal administration in Cali. However the above results show that higher level of articulation between the different sectors, need in particular of the municipal administration with the productivity Pact program to make this including this within the development plan.
