The Constitution of 1991, generated participatory conditions for citizenship within the concept of the social state of law, founding mechanisms of participation as means to manifest the voice of citizens before the State, however this article focuses on determining if there is a real construction of democracy with the use of these mechanisms, within which it focuses on identifying if they are suitable for the construction of democracy as a means of social construction.
