Item Aplicabilidad del decreto nacional 953 de 2013, reglamentario al ART 111 ley 99 de 93, en relación con la adquisición de áreas de importancia estratégica e interés hídrico en 5 municipios del Valle del Cauca(Universidad Santiago de Cali, 2018) Burbano González, Cristhian E.; Bernal Suárez, Diana PaolaDespite the strengthening of environmental laws in Colombia, with a national environmental system defined by Law 99 of 1993, a system of protected areas Decree 2372 of 2010, that regulate the protection of renewable natural resources, with a Political Constitution of 1991 that has been characterized by its strong ecological component, and even with pronouncements of the Constitutional Court on sustainable development and the right to enjoy a healthy environment, there are still barriers to achieving development based on the sustainable use of renewable natural resources, particularly the water resource with serious damages in the páramos, watersheds and wetlands in Colombia. The purpose of the policy instruments in environmental law has been mainly focused on the protection of land use in certain areas where the greatest biodiversity is concentrated, leaving aside the economic factors that affect the protection and conservation of elements generators of development for the country. Due to this, the present monographic has as purpose to determine the environmental management of the municipalities of Roldanillo, Riofrio, Vijes, La Cumbre and Ginebra in the Valle del Cauca department, which will take into account the integral management of the water resources carried out, based on the applicability of Decree 953 of 2013 regulating art. 111 of Law 99 of 1993, towards the protection and conservation of strategies importance areas for the care of water in the municipalities mentioned in the Valle del Cauca department.Item Ordenamiento predial en suelo rural de Colombia(Universidad Santiago de Cali, 2019) Castañeda Ortiz, Miguel Ángel; Bernal Suárez, Diana PaolaEl ordenamiento en suelo rural en su aspecto normativo surge como una necesidad del estado dentro del marco de la Reforma Agraria considerando la importancia de permitir al campesino al acceso a tierras que visto desde la Ley 160 de 1994, busca garantizar un ingreso familiar mínimo digno a partir de la figura de Unidad Agrícola Familiar originada de la Ley 135 de 1961, y que se debe articular con las entidades territoriales para evitar el fraccionamiento antieconómico de los inmuebles rurales. Este artículo busca hacer un recorrido de la legislación predial que dispone en las Regiones del mapa geográfico de Colombia, así como las limitaciones que en ella se generan, puesto que no da cumplimiento a lo ya reglamentado en la materia.Item Sistemas de disposición final en Colombia y su impacto ambiental y socio económico(Universidad Santiago de Cali, 2019) Garcia Gómez, Carmen Fernanda; Garcés, Javier Castro; Bernal Suárez, Diana PaolaThe Solid Waste (SW) generation is related directly, with the population increase, the individual’s consumption habits and the industrial development processes, therefore, the amount of SW tends to increase as time progresses. In developing countries such as Colombia, the largest fraction of Municipal SW corresponds to bio-waste. Due to the low rate of use of these, they are transported to final disposal sites, which in Colombia are classified as adequate (landfills, cells of contingency and transitory cells) and not suitable (open-air dumps, burial, burning, among others), with landfills being the most used method. The transformation processes suffered by the SW, especially bio-waste in these final disposal sites, generate a variety of impacts from environmental to social and economic, where the generation of leachate and Greenhouse Gases (GHG) are the most relevant impacts. Colombia has accepted international commitments such as the Sustainable Development Goals agenda, the United Nations Framework Convention on Climate Change and the link to the Organization for Economic Cooperation and Development. Which allows for progress in the SW sector. Finally, Environmental Education is an essential factor that allows the application of any strategy either in raising awareness about consumption habits or in the proper classification and presentation of SW.Item Tendencias en problemas y proyectos medioambientales en Colombia(Universidad Santiago de Cali, 2019) Ramírez Saldaña, Manuel Guillermo; Bernal Suárez, Diana PaolaThis article presents the results of the research entitled "ANALYSIS OF TRENDS IN ENVIRONMENTAL PROBLEMS AND PROJECTS IN FAVOR OF ITS MITIGATION IN COLOMBIA" in which trends in environmental problems and projects in favor of mitigation were analyzed. in Colombia, for which three moments of analysis are proposed. Initially, it is proposed to identify the environmental challenges of Colombia, which should occupy the environmental agenda at present, for which a bibliographic search is made in which it is possible to identify the perception of the fundamental problems in the country that should be considered as priorities from the present year 2018 and towards the future. This search concludes with a review of the outgoing government report called "Achievements and recommendations of the environmental sector" (Ministry of Environment and Sustainable Development, 2018), where in addition to the representation of the main achievements there are certain concerns about the pending issues environmental level that the current state intervention does not reach to mitigate. In a next phase, a search and subsequent characterization of certain projects that are being developed in favor of environmental protection in Colombia is carried out, a non-random selection of projects, with which it is intended to examine the means by which mitigation is currently being carried out. environmental problems. Based on this identification, in the final phase, the main trends are identified in terms of intervention, financing and financing issues and territorial coverage of environmental intervention projects, the foregoing to conclude with the proposed trend analysis.
