Abstract
The Internet has become a primary technological tool, this has been discussed, and has recently received arguments in its favor that justify it, likewise, there are arguments that have prevented such consolidation as a fundamental right. This writing reflects the development of such discussion and, based on the recognition of some legal systems of a right of such connotation, seeks a possible definition and structuring, locating Internet access as a new fundamental right, followed by some characteristics and principles that They make you classify yourself as self-employed. The research consists of structuring a right to access to the Internet based on different arguments from international and jurisprudential organizations, which will allow the Colombian state to enshrine this new fourth generation right within the Colombian legal system, because access to the Internet and New technologies have brought great social and legal changes where the need for these instruments is increasingly necessary for the development of multiple social and legal activities.

El internet se ha convertido en una herramienta tecnológica primordial, esta misma se ha discutido, y recientemente ha recibido a su favor argumentos que lo justifican, asà mismo, existen argumentos que han impedido tal consolidación como derecho fundamental. Este escrito refleja el desarrollo de tal discusión y fundamentos en el reconocimiento de algunos ordenamientos jurÃdicos de un derecho de tal connotación, busca una posible definición y estructuración, ubicando el acceso a internet como un nuevo derecho fundamental, seguido por unas caracterÃsticas y principios que le hacen catalogarse como autónomo. La investigación consiste en estructurar un derecho al acceso a internet a partir de distintos argumentos, de organismos internacionales y jurisprudenciales, que permitirán al estado colombiano consagrar este nuevo derecho de cuarta generación dentro del ordenamiento jurÃdico, a causa de que el acceso a internet y a las nuevas tecnologÃas ha traÃdo grandes cambios donde la necesidad de estos instrumentos son cada vez más necesarios para el desarrollo de múltiples actividades sociales como jurÃdicas.
