    El desarrollo rural en Colombia presenta innumerables retos de gestión pública. Las enormes brechas que padece el país rural frente a un puñado de ciudades que medianamente alcanzaron la modernidad desde los pasados años noventa, así como las latentes necesidades en materia de servicios públicos y políticas sociales como la de salud, ponen de presente la necesidad de estudiar el impacto de importantes intervenciones en materia de infraestructura y programas de asistencia que hoy por hoy materializa el Estado colombiano de la mano de la acción comunitaria en zonas periféricas. A partir de este contexto, este trabajo se propone analizar el impacto del servicio de los acueductos rurales del municipio de Calima-Darién, durante el período 2015-2016, en la disminución de la morbilidad ocasionada por las Enfermedades Diarreico Agudas (EDA) manifiesta en la primera infancia. Para tal propósito, se realizó una aproximación rigurosa de contexto y empírica de campo, con miras a debatir con evidencias los argumentos teóricos del desarrollo humano, morbilidad y salud pública en el contexto rural

    In the present work it is inquired about the Knowledge Management inside the company SA, located in Tulua Valle del Cauca, in which yeast is produced for the bakery, our exploration focus in the area of Yeast Extracts in which work 40 people. This work summarizes the contributions of several authors in Knowledge Management and also includes the results of a survey applied to the entire population in which they inquired about current practices regarding the creation, transfer, use and storage of information. For the realization of this study we rely on the requirements of ISO 9001: 2015 regarding the incorporation of its new requirement that requires knowledge necessary for the normal development of the Organization, and for this purpose, knowledge is grouped with other resources such as they are the people, the infrastructure and the environment. When analyzing the results of the survey, 6 variables were taken into account, such as: Identification of knowledge, transmission, technology, means, decision making, organizacional culture and competitiveness. Finally, a proposal was presented to the group in the area of extracts, which was accepted and constitutes a valuable contribution for Levapan S.A, within which the strategic pillars of the Organization are immersed, which will strengthen the development of people, products and processes

    Alcance de la implementación de la ley 1620 de 2013 en las instituciones educativas oficiales ubicadas en la comuna 18 de Santiago de Cali

    Con el propósito de atender las problemáticas de la violencia escolar, en el año 2013 el Ministerio de Educación Nacional regula la implementación del sistema de convivencia escolar a través de la promulgación de la ley 1620 de 2013. Sin embargo, la implementación de la misma no refiere resultados satisfactorios, pues pasados cinco años, el tema de la violencia escolar sigue estando presente en las Instituciones Educativas Oficiales de Santiago de Cali. En la búsqueda de alternativas para establecer la ruta adecuada para una implementación eficaz y eficiente de la ley, se propone un estudio de percepción de lo que hasta ahora se ha logrado desde las Instituciones Educativas. El estudio implementado en las Comuna 18 de Santiago de Cali, permite establecer la necesidad de implementar una propuesta de formación para que todos los actores implicados en las problemáticas de violencia escolar, estudiantes, docentes y personal administrativo de las Instituciones Educativas Oficiales puedan comprender y apropiarse de la ley a partir de comprenderla, para trascender la instrumentalización de la misma y lograr que además de los actos sancionatorios, se cree una estructura de prevención de la violencia escolar.

    Análisis a la reglamentación de la actividad de la Revisoría Fiscal y su proyecto de reforma

    The purpose of this academic work is to investigate on the practice of the Statutory Auditing in Colombia and its possible reforms which includes not only the duties of the Statutory Auditor, but also his professional profile and the conditions of suitability of the same professional. For this purpose, the importance of the institution of the Statutory Auditing both for the state and for society in general is taken into account. The regulatory framework and the entities that currently regulate its exercise are also taken into account. This work is a bibliographic research academic work that is complemented with information taken from the Internet and that consists of three phases which include the current functions of the Statutory Auditor, some of the recent proposals for reform the Statutory Auditing and a possible overview in if the current reform proposal is approved.

    The principle of transparency through virtual platforms has been widely investigated, these referents contribute with their elaborations to the clarification of the concepts, characteristics, procedures and limitations that the use of ICT has within the framework of an open government model of the New Public Management and the principle of transparency in what to do institutionally; Thus, Colombia has made progress in democratic governance through ICTs, promoting mechanisms for citizen participation from these technologies, emphasizing spaces for transparency. Technological resources as a means for the exercise of the principle of transparency turn out to be an adequate instrument to deal with the problems that manifest themselves in cities like Santiago de Cali, especially in public contracting processes that are the focus of corruption. Through open government and the implementation of the principle of transparency in state contracting, it is possible to mitigate corruption through the publicity of such processes. It is of vital importance to evaluate the strategies that have been implemented to know the characteristics, procedures, financing, and other aspects on which the principle of transparency in public procurement is carried out. In this sense, this research contributes to the improvement of the institutional processes of public contracting; while for the academy it presents a theoretical, methodological and practical framework that can serve as a reference for future research that seeks to investigate this phenomenon in public administration in the city of Santiago de Cali.

    Análisis de incidencias financieras de las Reformas Tributarias en Colombia a partir del año 2012 hasta el 2019

    This work presents an analysis of the tax reforms carried out from 2014 to 2019 in Colombia and the impact that they have had over the years. The research sets out an approach to the country's current tax situation, growing corruption as the main consequence of raising taxes and creating new taxes. It is necessary to address in this study how the economy is adversely affected by the scourge of corruption, and to show Colombia's position towards other countries on this problem, and then to review which actors converge in this problem, and then to review which actors converge in this cause and effect, such as the socio-economic situation of the country; based on constant changes in tax legislation and rising levels of corruption in the public and private sectors, as well as evasion, elution and collusion as mechanisms in corruption; phenomena that are not efficiently attacked by the state. The objective of this work is to carry out an analysis of the tax reforms carried out in Colombia from 2014 to 2019. A descriptive research methodology was designed, the results allowed to analyze tax reforms since 2014, to understand how taxes affect investment, showing that variables encourage acts of corruption and evasion, which gives an account of the impact on country risk rating and foreign direct investment, which eventually becomes a political, social and economic problem of the country. Finally, proposals are put forward aimed at improving the tax structure that is proposed by justice and equity to eradicate corruption that in its wake annihilates the tax product that the Colombian State obtains from the compliance with taxpayers who do not evade responsibility to the state.

    Análisis de la contratación laboral entre las instituciones prestadoras de servicios de salud y los profesionales de odontología egresados de la Universidad Santiago de Cali, desde el año 2012 al 2016

    Este trabajo de grado analizó la contratación laboral entre las instituciones prestadoras de servicios de salud y los profesionales de odontología, egresados desde el año 2012 al 2016 de la Universidad Santiago de Cali. Se tomó como referencia la teoría de las capacidades de Amartya Sen para la elaboración del instrumento, se aplicó una encuesta sin riesgo, se envió vía electrónica con previo consentimiento informado. Se encontró que de las 61 encuestas aplicadas, el 79% afirmó que si ejerce la profesión de odontología y el 21% restantes respondió que no se desempeña como odontólogo asistencial, de los cuales el 11% manifestó insatisfacción con la remuneración recibida, el 5% afirmó que se desempeña en un empleo donde le va mejor y el 5% restante refirió que no hay oportunidad de empleo. Igualmente, se identificó que el odontólogo asistencial está siendo contratado bajo un tipo y modalidad que no se contempla en la ley y aunque se encuentra satisfecho con lo que hace, no se siente bien remunerado, según el tipo de trabajo que está llevando a cabo, ni se siente protegido por el ente competente, en cuanto a su contratación laboral.

    Análisis de la corresponsabilidad de los actores del sistema de responsabilidad penal para adolescentes en los centros de formación de Cali para la vigencia 2015-2016, desde la perspectiva de gobernanza y la narración etnográfica como propuestas de justicia restaurativa

    Para una correcta garantía de los derechos de los niños, niñas y adolescentes vinculados al Sistema de Responsabilidad Penal para Adolescente en Cali debe existir una sinergia en las intervenciones colectivas de todos los actores responsables, en otras palabras; gobernanza. Sin embargo, para que esto sea posible se hace necesario reestructurar las relaciones entre todos los actores, pero desde un enfoque moralista y utilitario, dejando de lado el enfoque punitivo para verdaderamente adentrarnos en el terreno de lo restaurativo. Colombia, en la coyuntura actual, ha tenido que reestructurar la condición jurídica de quienes hacen parte del conflicto, y los adolescentes que han infringido la ley penal no deben ser ajenos a este tipo de cambios. No se puede seguir pensando en la efectividad de la justicia simplemente bajo el prisma del castigo y olvidando la reparación del daño. Se hace, por tanto, necesario la implementación de nuevos modelos de intervención, los cuales propendan por alcanzar el fin último del Código de Infancia y Adolescencia, es decir mantener la prevalencia del interés superior de la población infante. Así, las nuevas estrategias de intervención deben articular todas las actuaciones con la responsabilidad que le asiste al Estado, a la familia y a la sociedad. Los resultados de esta investigación muestran que hay diferencias significativas a tener en cuenta, entre la eficacia de la gestión y el cumplimiento de los roles que la Constitución y las leyes promueven. Finalmente, y como anexo, este trabajo plantea una propuesta de justicia restaurativa a través de la narratividad etnográfica, que parte del ejercicio de conocernos a través de los relatos de vida y a partir de ahí encontrar consensos restaurativos

    Análisis de la ejecución de los lineamientos de la política pública, ley 1641 del 2013, para habitantes de la calle en materia de salud y educación

    Esta investigación se justifica en la importancia que tiene la Ley 1641 de 2013 que establece los lineamientos para la formulación de la política pública social para habitantes de la calle. Línea de base para la Política pública que actualmente adelanta el gobierno local para atender a la población dicha población en la ciudad de Santiago de Cali, la cual actualmente, según cifras de la alcaldía, atiende por lo menos 1.886 habitantes de la calle, cuyos esfuerzos hasta ahora han sido insuficientes y se percibe el fracaso de esta política pública que no ha tenido el impacto esperado por múltiples problemas, entre ellos la falta presupuestal, falta de voluntad política, falta de compromiso institucional, violencia, inseguridad ciudadana, desempleo, entre otros. Hasta la fecha y de acuerdo al Ministerio de la Protección Social, actualmente “no se cuenta con la línea base actualizada para la formulación del documento de política (competencia del DANE), el MSPS realizó dos diagnósticos para la caracterización de esta población, uno general y otro en salud, con el concurso de entidades nacionales competentes en el tema y a partir de la información aportada por las 5 ciudades que concentran la mayor proporción de habitantes de la calle”.

    Análisis de la ejecución y aplicabilidad de la política pública para las mujeres Vallecaucanas, en su eje de equidad económica, adoptada en el año 2010, en el contexto socioeconómico actual del departamento

    The objective of this research is to carry out evaluation process of the public policy for the women in the region of Valle del Cauca, Colombia, issued through the approval of ordinance 317 of the year 2010 by the Departmental Assembly of Valle del Cauca, emphasizing one of its axes principles, enunciated in the previously referenced document, as “Economic Axis” which, when subjected to a process of review and evaluation based on different methodological principles, in addition to theoretical constructions around the process of formulation, structuring and updating of policies that public spheres are activated in a nation, which in the case of Colombia, can be issued not only from that of national power, but can also be the product of departmental and local governance instances, an example that is presented as the center of analysis in this document. Additionally, the last period of departmental government will be identified as the objective period of investigation, between the years 2019 and 2023, the period in which the different programs executed by the departmental government of Valle del Cauca were identified, with the objective of evaluating their effectiveness, and its validity, framed in the instruments that provide the departmental entity for the recognition of the rights of the women of the region, as well as the guarantees of their participation in the socioeconomic dynamics in Valle del Cauca

    Análisis de la gestión adelantada por parte de la administración local, en torno a la política pública de mujeres y equidad de género, respecto a la erradicación de la violencia contra la mujer en el municipio de pasto en el año 2017

    Violence against women - especially that exercised by your partner and sexual violence - constitutes a public health problem and it is violation of women's Human Rights. World estimates published by the who, that indicate about one in three (35%) women in the world have suffered physical and / or sexual partner violence or sexual violence by third parties at some time in their life (World Health Organization, 2017, p. 1). The eradication of violence against women, constitutes a fundamental objective of management for Public and Non-Government Entities, which is widely exposed, officially in documents, local, national and international events, as evidenced by the citations and references of the present investigation, therefore, it is considered pertinent to analyze this aspect of Public Policy, independently from the academy, and especially from the Master in Public Management, by Santiago de Cali University. By studying official secondary information, such as standards, research, indicators, reports and other related evidence; in the same way through the analysis of primary information, compiled with the use of interviews applied to leaders in the management of said Public Policy, and through of the application of a survey which collects the community´s perception regarding to fundamental aspects related to said management. According to the analysis of the international, national and local context, it is necessary to analyze the management of the local administration, facing to the Public Policy of women and gender equity, regarding to the eradication of violence against women in Pasto city, in 2017. Based on the findings, strategies are proposed to improve the eradication of violence against women in the Pasto city, with propose of contributing to the management of Public Policies and in defense of Fundamental Rights.

    Análisis de la gestión de los riesgos financieros en empresas del sector solidario colombiano: Fondos de empleados

    The general objective of the study is to analyze the management of financial risks in companies of the Colombian solidarity sector: Employee Funds. In its development, the qualitative methodology was used, taking as sources of information, studies and official documents on the subject. In its development, it was possible to identify as key processes of the Employee Funds, those tending at offering credit and savings to its affiliates, as well as those related to social services; The fact that the management of financial risk is highly concentrated in credit risk is relevant, while neglecting others such as liquidity risk, operational risk, among others. It was concluded that the guidelines developed by the control entities, such as the Financial Superintendence and the Supersolidary, constitute a positive starting point for these entities to incorporate, in their management systems, preventive measures for identification, measurement and control of these risks, being voluntary actions by not being bound by the legal provisions for it.

    Análisis de la gestion pública del programa de tuberculosis durante la contingencia del covid-19 en el municipio de jamundí – valle del cauca

    The year 2020 was one of the most impressive in this era, where the COVID - 19 pandemic claimed innumerable lives, leaving psychosocial effects, however, other diseases that have also killed lives were left aside, therefore, this research is focuses on publicizing the programs and care of possible Tuberculosis (TB) patients and those who suffered from it during the pandemic. Therefore, the cases of infection by several countries with a high burden of Covid19, reflected in the decrease in the reporting of Tuberculosis cases, is linked to the low rate of recruitment of respiratory symptoms from hospital services and to through community agents. Tuberculosis took a back seat during the pandemic, which caused concern to health entities. It should be noted that at the beginning all patients with respiratory symptoms were studied for COVID-19, leaving aside other respiratory viruses that were always present in advance. circulating in the country. Therefore, the objective of this research is to analyze the management of the Tuberculosis program during the COVID-19 pandemic in the Municipality of Jamundí.     Análisis de la gestión pública sobre la prevención del consumo de sustancias psicoactivas en niños y adolescentes en Santander de Quilichao, cauca, en los años 2012-2016."

    The purpose of this research was to know the management of the territorial entity of the Municipality of Santander de Quilichao, before the prevention of the consumption of psychoactive substances (SPA), during the years 2012-2016. The public management carried out through the existing documentary review was analyzed. In addition, verify the sectors affected by the scourge, where verify interviews with the population; Likewise, representatives of non-governmental organizations were interviewed who expressed their opinion regarding the actions of the Territorial Entity. On the other hand, information was collected regarding the management carried out by the Municipality regarding the problem. The result that does not have a determining interest of the Territorial Entity to address this scourge in the population. In conclusion, the consumption of SPA in Santander de Quilichao will not diminish, since this will depend on a clear and concise public policy with greater resources to be able to develop mechanisms for the prevention and attention to the problem posed
