Análisis de la transparencia y rendición de cuentas en la gestión pública de Cali, durante el periodo 2020 – 2023

Transparency and accountability are essential pillars for strengthening democratic legitimacy and institutional trust. This article aims to analyze how transparency and accountability mechanisms have been developed in the public management of the city of Cali during the 2020–2023 period, within the framework of public policies aimed at access to information, citizen participation, and social oversight. The research employed a mixed-methods approach, with a descriptive and analytical design. Qualitative techniques included a systematic documentary review of legislation, institutional reports, and studies by citizen observatories. Quantitative analysis was based on a survey carried out by 77 public servants and contractors of the Mayor’s Office of Cali. Data was processed statistically and complemented with content analysis of open-ended responses.
