The public urban transport service has a close relationship with the guarantee of fundamental rights, because of an effective provision thereof, it can be inferred that citizens have an efficient means to travel to their workplaces, to health centers, to minors to their places of study, among other examples. That is why applying a mass transit system project must be in accordance with the needs of the population, especially with those groups of special constitutional protection. The coverage of the public transport service must be such that people who live in areas of difficult access can enjoy it, especially when they already had a service and its variation is projected.
