Item Análisis de la aplicabilidad de la política pública de atención integral a la primera infancia "cero a siempre" en las unidades de transformación social de llano verde Santiago de Cali (2008-2022)(Universidad Santiago de Cali, 2025) Jaramillo Martínez, Querin Cley; Santos Mosquera, Viviana; Puente Martínez, Juan Pablo (Asesor)This article examines the applicability of the public policy From Zero to Forever in the Social Transformation Units (UTS) of the Llano Verde sector, in Santiago de Cali, during the period 2018-2022, with the purpose of analyzing the relevance and effectiveness of the pedagogical experiences implemented in the framework of comprehensive early childhood care. Using a mixed methodological approach, which combined the use of a structured questionnaire with a thematic analysis of open-ended responses, 39 UTS workers were surveyed, whose assessments allowed identifying a substantive implementation of strategies focused on play and the active approach of the child. The findings show positive impacts in key areas of child development, highlighting advances in socioemotional skills (75.6%), fine and gross motor skills (61%), autonomy and problem solving (61%), and language development (58.5%). However, structural limitations were identified, such as limited family participation and insufficient material and human resources, which restrict the scope of the policy. It is concluded that, although the policy has produced favorable results, these need to be reinforced through contextual adjustments, greater state investment and sustained intersectoral governance that considers territorial specificities. This research provides relevant empirical evidence for the evaluation of early childhood public policies in vulnerable urban contexts, and raises the need to develop longitudinal and comparative studies that allow for a deeper understanding of the conditions of implementation and sustainability of these interventions in complex social scenarios.
