Abstract
This paper makes an exhaustive analysis of the judicial review of Administrative actions (nulidad por
inconstitucionalidad), understood not only as a means of control to the administration that
contemplates Act 1437 of 2011, but also as an instrument of the mixed constitutional control system
that has designed the Colombia’s Constitution. In this sense, the basis of the principle of constitutional
supremacy and of the jurisdictional guarantee of the Constitution are investigated as the legal basis for the existence of the judicial review of Administrative actions. This legal figure is then
contextualized within the Colombian model of constitutional justice and, finally, it is detailed in the
specifications of the judicial review of Administrative actions that corresponds to the Council of State
(Consejo de Estado) in view of the constitutional control carried out by the Constitutional Court

Este trabajo realiza un análisis a fondo de la nulidad por inconstitucionalidad, entendida esta no solo como un medio de control a la administración que contempla la Ley 1437 de 2011, sino también como un instrumento propio del sistema de control de constitucionalidad mixto que ha diseñado la Constitución Política de Colombia. En este orden de ideas, se indaga en los fundamentos de la supremacía constitucional y de la garantía jurisdiccional de la Constitución como base jurídica de la existencia de la nulidad por inconstitucionalidad. Luego se contextualiza esta figura jurídica dentro del modelo colombiano de justicia constitucional y, finalmente, se detalla en las especificidades de la nulidad por inconstitucionalidad que corresponde al Consejo de Estado de cara al control constitucional que realiza la Corte Constitucional
