For this end, a systematic worldwide revision executes itself, taking into account the main control agencies in the area of health, such as: OMS, the European consumer health index and the referral and counter-reference system in Latin America. The document develops under a cautious hindsight and prospective, taking the history into account and evolution of the systems of health, his logistic control through the execution of indicators. At a later time, a bibliographic investigation relating the balanced does scorecard and his logistic interference in the selection and execution of the indicators of step itself. Finally, the benefits that can turn out well executing the methodology correctly highlight BSC themselves. The above establishes than although to standardize all processes and requests to achieve the quality in the service in the Colombian case, these conditions have not been developed, principally for the absence of technological factors and the efficiency in the staff of the services of health.
