Item Diseño de Propuesta Fiscal: Un Análisis de la Indisciplina Fiscal en Buenaventura Durante los Años 2019-2022(Universidad Santiago de Cali, 2023) Ortiz Viáfara, Luz Alba; Ríos Obando, José Fabian (Director); Moreno Gutiérrez, José Luis (Director)The objective of this research is to analyze the fiscal management of the District of Buenaventura 2019-2022 to determine the presence of fiscal indiscipline and propose action plans as corrective measures of this phenomenon. Through reports and documents of financial and fiscal management areas provided by various official sources, a comparative analysis is made in the General Balance of 2019-2022 of the CGN, emphasizing the budgetary proportions of current revenues of free destination and operating and investment expenses, to finally propose recommendations in fiscal matters under the guidelines of Action Plans of the DNP. The presence of fiscal deficit was found for all the years analyzed with a cumulative sum of $458,625,356,815, the lack of coherence between the percentage of compliance in the execution of expenses against the fulfillment of the goals established and programmed in the Development Plan, and dependence on transfers from the SGP, which increases the likelihood of benefiting from Law 550 on the Restructuring of Liabilities. It is recommended to update the District Tax Statute, make data sources with various sectoral sources, improve information systems and adjust the entity's functions manual according to current needs.Item Evaluación de la estrategia “pacificadores viales” con relación a la disminución de siniestros viales en puntos críticos de alta accidentalidad en el distrito especial de Cali, 2019 - 2020(Universidad Santiago de Cali, 2022) Moreno Palacios, Tatiana Iveth; Molina Medina, Sergio Enrique; Ríos Obando, José Fabian (Director)Urban Mobility, as a challenge in Public Policies, is committed to minimizing impacts that generate road accidents. The present investigation aims For this, an investigation was carried out with a qualitative approach, descriptive scope and the method of statistical analysis. The field addressed was public policies, in road safety. This is a documentary review that accounts for the impacts produced by the "road peacekeepers" between 2019 and 2020, revolving around before and after the implementation of the strategy. The following items are analyzed: the recurrence of accidents, level of severity, accident patterns, characteristics of the accidents and actors.
