Likewise, we want to show how these systematic changes in the construction of public criminal policy are not disconnected from other processes of transformation of social practices and institutions in general, which will be reflected, among others, in public opinion , recognizing the need to formulate a more comprehensive interpretation that recognizes the complexity of these processes, and that is why the main objective of this work is to describe and interpretes the criminal policy implemented by the Colombian State against the criminal responsibility of adolescents. Since the nineties, with the adoption of the Convention on the Rights of the Child, a systematic process of reform of the legislation and policies of the States in relation to the rights and obligations against children and adolescents has been initiated. One of the most controversial points of this process has been the criminal responsibility of adolescents, which is shown as one of the most representative and controversial cases in the attempt to build a universal system to face the multiple difficulties that children and girls face. the teenagers of the world.
