Item Evaluación de la política pública de intervención ley 550/1999 al hospital Universitario del Valle "Evaristo García" E.S.E 2014-2015(Universidad Santiago de Cali, 2016) Osorio Prada, Hector Fabio; Peñuela Fernández, GuillermoIn the framework of the Economic Intervention Policy Law 550 of 1990 or insolvency law, this concomitant evaluation will be carried out, with emphasis on the factors that precipitated the decision to Intervene the University Hospital of Valle Social Enterprise of the State (ESE), EVARISTO GARCIA (HUV), by the Governor of the Valley, Dillian Francisca Toro and the Board of Directors of the the University Hospital of Valle, (HUV), rejecting the alternatives, the recommendations for the financial and operational strengthening of the HUV, presented by different actors of the Community, scientific, users, workers, political leaders and the society of Valle de Cauca, to promote HUV as the public patrimony and health infrastructures, most important of the Colombian southwest, opposing to delivery the private creditors, who will leverage Financially with Law 550 of 1990. Upported in analysis with critical and self-critical basis, this evaluation is developed on three axes, first Generalized Crisis of the Health System, by effects of Law 100 of 1993. According to the Generalized Crisis of the Hospital Public Network, Real phenomena, interests and actors interested in the non-viability of the public hospital network of the region of the country, and thirdly, the context of the HUV Crisis, as a governmental privatization strategy, for the private administration of the HUV, Law intervention Economic Law 550 of 1990. Through the methodological strategy implemented in this evaluation of the Participative Action Research (IAP), the background of the crisis of the public hospital network of the country, the Colombian health system under the scheme set up by Law 100 of 1993, Supported by a documentary reference of the HUV, the government of Valle del Cauca, the Ministry of Health and other public and private bodies, such as the web and the opinion of experts consulted. There are findings of the HUV's anti-administrative management, which led to the insolvency situation, to justify the intervention, undermining the solidity and heritage strength of this emblematic public good, the Vallecaucanos. And comparative the set of actions and initiatives to strengthen the public nature and the scientific, academic and social mission of HUV.
