The aim is to assess community participation in the formulation of the Management Plan Disaster Risk for the city of Palmira. The work is descriptive and analytical, logical inferences are made about the process of community involvement. Primary and secondary sources were used as well as a survey of stakeholders in the formulation of the Management Plan Disaster Risk. The research results show that: Colombia has a constitutional and legal framework that allows you to target territory planning exercises. The call for a territorial planning process did not reach the whole community. It is necessary to improve processes for community participation in territorial planning. Community participation in the formulation of the Plan Risk Management of Natural Disasters in the municipality of Palmira was low. Low community participation was caused the by lack of techinical discourse and understanding which led to inadequate social representation. Therefore, it is necessary to support organizational training in civic education. Law 1523 of 2012 established an extremely short timeline for the preparation of the Plan Risk Management of Natural Disasters which did not allow for the participation and dialogue between social actors and prevailed experts. The standard serves as a list of recommendations and requirements of multilateral organizations. Even though its application would follow legal guidelines, it should be deemed illegal because of the absence of social actors within the decision-making process. Future Development of Territorial Plans should create opportunities for socialization of information which depends on an informed and educated civil society. Community participation will continue to be a topic that requires consistent discussion, consultation and improvement for the betterment of our society.
