Item De la innovación al régimen de inhabilidades e incompatibilidades expuesto en materia de contratación estatal a la luz de la ley 80 de 1993 y la inclusión de nuevas denominaciones propuestas por organismos internacionales(Universidad Santiago de Cali, 2018) Hoyos Ramirez, Luis Camilo; Moreno, FerneyThis document tries to reflect on the tendency of the constituent derived from leaning towards a sanctioning model in the regime of inabilities and incompatibilities of state contracting, and highlights its interest in punishing through the different means of control and normative means enshrined in the administrative law norms, following a rigid legislative vocation that seeks to nurture order and punitive actions within the legal system, as a reaction to the social clamor that is expressed by the different media, social networks and that demand effective results from the State, particularly against acts of corruption. Well, it is not easy to understand that in an Ordinance so full of norms that can stop such behaviors, of a reprehensible nature, they are presented day by day. In addition to the above, it is indisputable that this legislative method is guided by international organizations to which Colombia has very strong wishes to adhere permanently, roughly we have the Organization for Economic Cooperation and Development (OECD); position that elucidates the implementation of reforms in the matter that have been approved at the moment and projects of structural revision in the discipline of state contracting, modifications that follows the same north when trying to transform the regime of inabilities and incompatibilities
