They include poor sports facilities, poor maintenance, underutilization of infrastructure and limited promotion of sports and recreational activities. According to the above, to improve the situation, some municipalities have implemented projects to recover and improve sports and recreational spaces, strengthen schools. sports and promote the practice of physical activity. In this way, the Pro Sports and Recreation Tax is created as a tax to finance these programs related to sports, physical education and recreation. Herein, a descriptive methodology with a qualitative approach is applied, based on the analysis of the needs and demands of the community regarding sports and recreation, generating objectives and goals to apply within an improvement plan, establishing priorities and deadlines for their implementation.
