The objective of the present investigation was to analyze the incidence of the strategy of community kitchens of the mayor of Cali, regarding the strengthening of social ties of the beneficiaries of the community kitchen "Corazón de Jesús", located in the Navarro corregimiento of the city of Cali. Cali, during 2021. It was found that social policies from a welfare approach weaken the construction of social ties, which raises the need to build these policies from a rights approach and supported by a social pedagogy, in order to generate a critical and active citizenship, tending towards food security and sovereignty as a possible solution to the situation of hunger suffered by millions of Colombians, being necessary to bet on the community's claim for life, since governance can be built from their knowledge. Likewise, it was possible to identify that the incidence of the strategy in the formation of social ties (as a point of interaction), does not enable those informal and intersubjective relationships that are interwoven in daily life; however, there is a level of relationship for convenience that revolves around the food provided by the dining room and a series of oppositions that need to be configured. Finally, to carry out the project, the case study method was used, framed in the qualitative methodology, which allowed the search and understanding of the phenomena from the perspective of the participants, in a natural environment and in relation to its context. In turn, the number of participants in this research were: (2) beneficiaries of the strategy, (1) social manager, (1) leader of the Vivo con Sentido foundation and (1) official of the Mayor's Office of Cali
